We have validated that service impact across services has been mitigated. <b>Customer Impact:</b> Customers may have experienced failures or latency performing operations that utilize virtual networking. This includes compute instance launches, block storage and VNIC attachments. Services that rely on these underlying actions may also have experienced impact. Service management operations such as Create and Delete operations may have been failing for some services. <b>Preliminary Root Cause:</b> A subset of the infrastructure supporting traffic experienced a period of degraded performance following a spike in utilization which allowed the traffic managing infrastructure to reach an operational threshold. This introduced latency to the service and caused certain calls to fail.
